No Carnet in China - What can I do?
It looks like I cannot get a Carnet issued for our trip in July because there is no Auto Club in China that has ever (?) issued one before. I have heard of getting a fake one, going without one and posting bonds along the way, etc. This has me a bit worried. Would appreciate any sources/help/suggestions anyone has.
Regards,
Jack

Hi flashy_cj
I don’t fully understand your carnet question.
Are you in China now, and want a carnet…
Where will you travel?
I took my Land Rover Discovery to China last year and no one asked for a carnet, just a few declarations at the import stage.
The trip was organised by www.hero.com who did an excellent (if expensive) administration job.
A carnet can be issued by the AA (Automobile Association) at Basingstoke, UK. Look them up, and if you have a problem call me back, I know them well…
The cost is usually taken by a bank-bond guarantee, so you don’t fork out any money until long after the event.
A lot of countries now do without the old ‘carnet’ forms and just enter the car details in your passport … so you can’t leave the country without it.
What to do in an write off, I wonder…two passports would be an answer
Regards Kitmax - www.kitmax.com
Sorry, the correct address is http://www.hero.org.uk/

Yes, I am in China now (have been working at a school here for five years). Our route takes us thru Mongolia to Russia, south through the Caucaus Mtns then Turkey, Syria, Jordan, Egypt, and Israel. Then on to Greece, thru Europe and finally to the US and Mexico.
As I understand it, the Carnet MUST be issued in the country where it is registered. However, since we are not returning to China, going without the carnet may have the advantage of not having to clear it on again in China.
Our big fear was that we were told that no bike could enter Egypt w/o a carnet but yesterday strikingviking said he entered with a Brit who only had to pay 75USD and he was admitted.
I'm still a bit goosey about this but it may be better to fight with the customs guys than try to sort out the legal complexities of the carnet. I just don't know.
I appreciate the thoughts.

Hi Kitmax,
Sorry can you clear up a couple of things. Are the AA issueing Carnet's, I thought it was only RAC now. and secondly, will they issue a carnet on a foreign car?
Would be good news as I'm having the usual egyptian buruecratic nightmare investigating possibilities of getting a carnet here.
Jack,
Can you direct me to the post/website that tells of getting into egypt without a carnet, I d be very interested.
Thanks
JT

Hi jamieT - Carnets from AA?
Yes, you are right, my info is out of date, sorry. It is now only the RAC who issue carnets and then only to UK residents, I think. Their tel number is +44 1454 208000 or website www.rac.co.uk
Good luck with the trip, flashy_cj, nothing beats just turning up at the door of an adjacent country and knocking loudly for a day or two… an entry in the passport serves the same purpose as a carnet anyway. Good luck, sounds a great trip.

It is not necessary that the carnet is issued in your own country!
Since last September the Dutch ANWB doesn’t issue Carnets anymore.
We have to obtain our Carnet from the German ADAC right now.
The ADAC will probably also issue a carnet for a vehicle with Chinese numbers.
For more info see:

JamieT, I read a post from strikingviking saying that he had been in Egypt and asked him about the carnet. He told me that he did have one but that a Brit rider had entered without one.
Joost, I will contact the ADAC in Germany and see if they can issue a carnet for me. Hope you are correct, will make everything sooo much easier.
Thanx all for the help.
Jack

Danek, we will leave Beijing the last week in July and head to Ulaan Baator then west through Mongolia and then on to Barnal. Our plans are to skirt Kazakhstan and head for Georgia and then on to Istanbul sometime in September.
You may want to visit www.draginrun.com and yes, our plans have changed.

We got the Carnet
There are two Automobile Associations in China, both affiliated with AIT and a third in Hong Kong. However, none of these Clubs were willing to write a Carnet for us.
I'm not sure if we were lucky (I think this is the case) or not but ADAC in Germany finally checked with their insurance company and they agreed to issue a Carnet for a BMW powered Chang Jiang, registered in China!
Once the decision was made, Karina at ADAC was incredibly helpful and patient with me as I went through the process of filing out the application and sending the money and ensuring all the documentation was correct.
What was more surprising is that the Carnet arrived almost immediately.
Kudos to ADAC, they operate like a service company is supposed to act.

No Carnet in China
Dmitry, if I understand your post... The Carnet I have is to allow me to travel in countries other than China. Since I live here, I can ride about anywhere I want to travel. This is not true for riders who start outside of China. The rules for "foreigners" are quite restrictive.
China does not honor Carnets from anywhere nor do any affilliates of any issuing club or organization in China issue them except for the HKAA who will only issue to HK registered bikes.
Al least that is what I discovered.
