...hoping someone can recommend a good shop in Panama or Costa Rica - heading north from Ushuaia and need new rear tire, brake service and maintenance.

There is a German guy who runs a shop in San Jose who will sort you a tire at least.I presume he is still there but someone will come up with a name and directions if so.Try a search on here, he has been mentioned before at times.I think the shop was KTM or he had a KTM.
