if you try an apply for visa via russian embassy theyll expect hotel prearranged before issueing visa. travel agent will charge extra for visa and only have mid range hotels to choose from which youll have to have ,theres a small travel agent in kallio,helsinki which for an added 10 euroes will get visa without needing to prebook hotel ,its called baltic tours if i remember right the streets called vaasankatu
