Skype blocked by maroc telecom
Mother in law has reported this (how sad).

At one time telephone calls were analog, but nowadays are digital using a technology known as VoIP (Voice over Internet Protocol). This requires a licence to use and Skype, WhatApp and Viber don't have the licence to use this in Morocco.

Maybe Skype and the like will work via a computer terminal to computer terminal (using wifi or ethernet cable), or computer terminal in Maroc to a smart phone, tablet or whatever outside of the country?

It's always a good idea to use a VPN when on public wifi, in which case Skype etc. should be fine.
That's of course until they start blocking VPNs. |
complete function blocked or only voice calls are blocked within viber etc?

Betternet is a free VPN service and works well at the moment to make VoIP calls from Morocco. First hand experience.
