Does this actually work? Most countries seem to be only a few KB, the garmin equivalents are hundreds of megabytes...

The Garmin 'equivalents have
many more POI (points of interest) ... thinks like hairdressers, plant nurseries, etc
lane advise for a multilane road
road house numbers
right or left turn restrictions
and probably other stuff that I have not thought of.

and probably much more .. like graphics showing 3d buildings, road views of signs ...

OSM does not have that ... yet. At least at this stage I don't think they are considering adding that information - lot of work to add.

You're right, today the file sizes are more promising. When I looked at them originally they were all either 2 or 3 kb. If the last modified date is anything to go by I reckon the mistake was spotted and fixed this morning.

I had the same view of the file size a couple of days ago, but they are certainly bigger now.

Built with old version of MkGMap?
 
At the bottom of the page it says that the maps were built with MkGMap version r2008. The current version of MkGMap is r2538. Either they are not updating the bottom of their page or they are using very old software. There has been an awful lot of development since r2008.
