Routable Gamin OSM Maps

Does this actually work? Most countries seem to be only a few KB, the garmin equivalents are hundreds of megabytes...

You're right, today the file sizes are more promising. When I looked at them originally they were all either 2 or 3 kb. If the last modified date is anything to go by I reckon the mistake was spotted and fixed this morning.

Built with old version of MkGMap?
At the bottom of the page it says that the maps were built with MkGMap version r2008. The current version of MkGMap is r2538. Either they are not updating the bottom of their page or they are using very old software. There has been an awful lot of development since r2008.
