The guide doesn't need to take his own car to drive back to Tam, the plane from Djanet to Tam is much cheaper, I suppose about 4000DA only, that might fit yout budget.

I traveled in the Tassili du Hoggar with one of Mokthars guides in late April for 6 days and enjoyed his company very much.

Shure, it is possible to find nice sites only using your GPS. But with the responsibility for a group a goog guide is definitely not luxury, he will proove extremely valuable in emergencies.
And the Algerians don't like tourists traveling without guide in the Tassili du Hoggar which is part of the Hoggar nationalpark.
