The Auto Club is the local Carnet providers. I imagine they should be the most reliable source of information. Or at least they will be able to point you in the right direction.

I’ve been living here all my life and I can tell you this: There’s no way you can form a favorable opinion about anything government related here in Egypt. But you should ask nevertheless since these are the people you’ll be dealing with when you actually bring your car in. You would want to follow their instructions to the letter, no matter how silly or time consuming they are, to stay on their good side.

This process is slow and very bureaucratic, but doable if your papers are in order.
