This may be too late for you, but David of Stantours had mentioned to me last summer that someone in Almaty was supplying big bike tires. Go to www.stantours.com and email David who should be able to give you the contact.

There are a couple of places, most are expensive dealers, but there is one place that David of stantours directed me to. It's a motorcycle repair shop near the big square/plaza at the top of the hill (very general directions, i know). There are a few fancy hotels around the area also. Look for an old parts bin motorcycle on the top of the roof and Leonard and the boys inside should be able to help you out.
