Is the border station at Kartsakhi lake open for international travellers?

I'm wondering... Google Maps shows no road there. However, the satellite view and the photos on Google Earth indicate there is a road as well as border station buildings.

I don't think you can cross the border there. We took the one at Turkgozu in 2010.

In Akhalkalaki there were road signs to Turkey on that direction. Made me think this also that would this have been open or not.

Small searching around and The Messenger - Georgia-Turkey to simplify border procedures. So there might be some changes that it is open: Kartsakhi crossing point.

That one is closed.A bit northwest of that one, there is Türkgözü bordergate besides Sarp Border Gate.
