You will need a certificate of recidency. Normally relatively easy to get but it can be a PITA to get a hold of sometimes. Get your landlord or the guesthouseowner where you are staying to write a document stating that you live there, take this letter to the nearest Immigration office and ask for a certificate of recidency.
When you have this certificate its easy peacy, when you find a bike you want to buy you take it to the local land transport office together with the seller, or you get a signed copy of his ID-card and you make the transition of owners there and voila, youre the new owner of a bike!
You havw to wait for new license plates which in some provinces are months, but you can still ride the bike legally in Thailand if you keep all paperwork on with you. You cant take it abroad before you get new license plates.
