Almaty Backpackers (also known as Silk Road Hostel) is not cheap at 15 USD a night for a dorm room but it's worth it. There is a gated and covered 2 car parking lot in the back perfect for working on your bike and storing it over night. During my 3 nights at the hostel, 9 cyclists came through and we all went out and had a good time.

I´m here right now, park safe, nice beds and 2500 tenge a night in dorm. Also have private rooms.
