Hotel Fatima, good sized rooms, private bathroom, aircon, fridge, tv (if you like that sort of thing), secure parking in their courtyard, huge breakfast and fantastic location right on Lyabi-Hauz with lots of shops, cafes & restaurants close by, very helpful & they speak English. I got a single room for $25 a night.
A couple of small quirks; they don't allow unmarried couples (how strict they are about this I don't know), if paying in Som they charge the black market rate not the official one.
