Andean Community Customs Union and selling bikes
 

I recently learned about the Andean Community Customs Union (https://en.wikipedia.org/wiki/Andean_Community).

Could this mean I can sell my Colombian-registered bike (a DR200 copy I bought new) in Bolivia legally for a good price, as there wouldn't be import duties to pay to re-register the bike locally?

Is it confined to legal residents of those countries
