Bolivia requiring yellow fever vaccination?

I just read over on adventure rider that bolivia is requiring proof of a yellow fever vaccine to enter the country. I haven't been able to confirm it myself, but just thought I'd throw it out there.

Yes, you do need your vaccination card filled out for yellow fever. You also (if a US citizen) need a $135 visa. Here are the details:

Does this mean EVERYONE has to have the certificate, or only if coming from certain countries (i.e. after travelling in Africa?
