I am currently traveling through South America on a Bajaj Boxer 150 purchased in Asunción, Paraguay. Before starting the trip I consulted this thread that was very useful despite being outdated, so I am sharing my experience here in case it may be useful.



Buying a new motorcycle in Asunción, Paraguay (Sept. 22)
as a tourist with a Spanish passport:



What you must provide to the seller

• Copy of your passport
• An address in the country. It can be where you are staying (prior notice to the host). Street, number, neighborhood and city.
• The money

What you should receive from the seller

• Certificate of sale. Show your name and passport number and motorcycle data: Make, type, model, color, year of manufacture and VIN.
• Private sales contract
• Certificado de verificación
• Form 22. Or F 22 to dry. Make sure that all the fields of the document are completed and the data is correct, including the marital status.
• Bill
• The motorcycle. With everything that corresponds: manual, tools, etc.
• License plate. Get it on, man.

Obtain the Cédula Verde

It is not essential if you are not going to leave the country. The request is made automatically by making the payment, through the barcodes printed at the bottom of Form 22, of the Court Fees (165,760 PYG) and the Certificates and Engravings (161,864 PYG). For it:

• Go with the F 22 to one of the payment points: Visión Banco, Banco Continental, Itau Banco, Sudameris Bank, Banco Itapúa, Pago Express or Practipago.
• Check the status of your request from 7 days after making the payment, you can write by WhatsApp: +5952098620661085 or call the number 021 4137000 Ext. 68900-68901 or go to the Automotive Registry Office
• Pick up your Cédula Verde. Go to the Automotive Registry Office from Monday to Friday between 7 a.m. and 1 p.m. Present the F 22 and the purchase invoice. At the information booth they will tell you which windows you have to go through.

Get the Habilitación de Rodado
This is the document that certifies that the vehicle is authorized to circulate within the country. All authorizations expire on the 30th of each June. It is issued by the Municipal Traffic Department and each one may require different formalities. It is recommended to avoid the Municipalidad de Asunción. I obtained it in about 20 minutes in the Municipalidad de Lambaré quickly and painlessly. You have to go through several windows in different units and on several occasions. Each official will tell you the next step.

• Mesa de entrada. Present a copy of your passport and the certificate of sale.
• Caja. Present your copies and pay for the authentication of the documents 15,000 PYG. They give you a receipt and your papers.
• Secretaría. They authenticate your copies. They won't necessarily ask you for the originals.
• Return to the Mesa de entrada. You deliver the authenticated documents.
• Inspección Técnica Vehicular. At this point, an official should carry out the Vehicle Technical Inspection. In my case, since the motorcycle was outside the premises, he preferred to deliver the papers directly to the next window.
• Pick up your card. With the papers that they give you at that window, you return to the Cashier where you deliver them accompanied by 48,220 PYG. The cashier herself gives you your authorization card with your data and those of the motorcycle and a sticker to place on the motorcycle.

Take out insurance
It is the procedure for which I found more difficulties for not having a Paraguayan Identity Card. It is only mandatory if you are going to leave the country. In this case, the cheapest option is National and International Civil Liability Insurance (Green Card). When contracted in a Mercosur member country, the insurance will be valid in: Paraguay, Uruguay, Argentina, Brazil, Chile, Bolivia and Peru. The contracting process lasted about 3 days, it was carried out by WhatsApp +595976709010 with Sancor Seguros for 498,000 PYG / Year. For the delivery of the policy, green card and payment, an employee of the insurer traveled to my home. Payment was made by bank transfer.

Necessary documents:

• Copy of ID
• Certificate of sale
• Cédula Verde or F 22 with proof of payment

The amounts may vary depending on the motorcycle.
The total duration of the process, from the first time I went to the store until I had everything in order, was 10 business days, including a double request for the Cédula Verde due to an omission in the data of the first F22. Apparently, it is very important for the authorities to know your marital status.

In almost 12 months of traveling I did not have any problems crossing borders or other document checks along the route. That includes

• An "illegal" entry from Argentia to Chile (the border was closed. It was necessary to regularize the situation with immigration and customs and face some penalties far from the border).

• Contracting insurance in Colombia.

• An exit from Colombia (no entry) to Venezuela.
