CB use
 

Are there any problems with bringing and using a CB radio in Central and South America. Any sort of license required etc.

There is no problem about using CBs in Mexico, unless you exceed the std watt output.
But even if you do, it will be almost impossible to locate you.
Bring it and use it freely.
