Hi,
We are on a RTW trip and will be leaving South Africa for South America shortly. Just browsing through our lonely planet for Peru I came across this:-

"To enter Peru in a private vehicle, the driver needs an International Driving Permit, proof of customs payment (libreta de pago por la aduana) and a registration document in the name of the driver. Proof of insurance (best arranged in the visitor's home country) is also needed".

Does anyone have any info on the requirement for the Libreta de pago por la aduana and the requirement for insurance (can this be bought at the border?).

libreta de pago por la aduana is the Latin American equivalent of a Carnet do passage et Douannes and is not necessary for TEMPORARY importation.

If they require insurance, they should be able to direct you to an agency that sells it.

Thanks for the reply. Was what I expected but just wanted confirmation. I am also having trouble with my shipping agent from South Africa who are insistent ( from their Argentinian office) that a special permit is required for entry to Argentina. Finding it difficult to convince them at the moment, even tho I have directed them in the direction of the HUBB. Guess it's just another way of getting money out of the unwary!

Entry Argentina and Peru
 
I can confirm that no special permit is required for entry to Argentina. The formalities upon entering at the port of Buenos Aires are straight forward, nothing special although it might take you 2 days.
Entering Peru: No Carnet de passage en Douannes necessary for temporary importation. Depending on the boarder you are entering it will take you between 30 minutes and 2 hours to go through paperwork. We had no insurance entering in spring 2009 and had no problem; got it in Arequipa, insurance company La Positiva, San Francisco 301

I have entered Peru about a hundred times, probably more, since 1986. Never heard about this Libreta de Pago.Maybe libreta de paso (= latin american version of the Carnet de PAssage)? Even when then you still do not need that. Only thing what they are very strict about in Peru is that the vehicle documents are in your name.
insurance is not checked at the border but police especilly around Lima can ask you to show proof on insurance. get it in Tacna or Arequipa if you did not already got it in Argentina.
