Yes but that is a good thing. It serves the same function as a red light district: it keeps all the smut and anti-social behaviour in one place and keeps it out of society. People can come in, spread their wild oats, and leave again back to being respectable :smartass:

But you're right - there are inherent contractions in the idea of free speech, but one should consider that simply because one has a right to free speech, that does not mean one can shout 'I've got a bomb' in a busy cinema, etc. With freedom comes responsibility.
