Hello, and welcome to the HUBB community.

The "civil insurance" you are seeking is commonly called "3rd party liability" insurance, and almost all countries in the world require that motor vehicles carry 3rd party liability insurance. For example, in Ontario, Canada, motorists must be insured for a minimum of $200,000 liability. In Quebec, the minimum required is $50,000.

If you are riding in Western & Central Europe (the EC countries), you can purchase a policy that provides the minimum legally required amount of 3rd party liability insurance for about 20 countries. Elsewhere, you need to purchase insurance on a country-by-country basis, usually at insurance kiosks that are present at the border crossing into a country.

We have a whole sub-forum here on the HUBB dedicated to trip paperwork & insurance. Here's a link to it: Trip Paperwork. Go make a coffee, and settle in for about an hour of reading in that sub-forum. By the time you are finished, you should have a pretty good idea of how things work, and where you can purchase the insurance.

Be aware, though, that it is normally only possible to purchase a policy that provides the minimum legally required amount of 3rd party liability. Whether or not that is enough to make you feel you are adequately protected will depend on what your net worth is - in other words, how much you have got to lose.
