Washington, DC to Labrador and Newfoundland and back.

I've ridden to NL twice from Kingston Ontario. I've some info in my blog windtogo.wordpress.com I've been completely around the Gulf of the St Lawrence and the island of Newfoundland.
My advice is to flog it to North Sydney, in time to get a night crossing. I'd suggest that for your limited time do the Argentia ferry both ways; there is way more to see and ride to than near Port aux Basques. Once aboard immediately find a quiet reclining chair to sleep in. No need to rent an expensive cabin, the staff do have some fleece blankets to loan but they don't like passengers sleeping on the floor; but I've done that as well. Bikes and gear are all safely locked in the hold and you will have no access during the crossing. Take some you own tie down gear; I use short loops for attachment points because I hate the ferry supplied hooks.

Newfoundland is a huge place so do lots of research before you go because you will be very time restricted with only 3 weeks.
