You cannot LEGALLY sell a vehicle in Colombia and nor can it be imported unless it is brand new or over 25 years old.

To stay within the law you can drive the motorcycle to Bogota Airport and 'voluntary abandon' it at the airport - this costs nothing's nor will you receive any compensation. You'll get a record of this and be able to enter Colombia without any issues in the future.

Only way you can do this is buy the bike in Chile - buyer and seller both go directly (no need for notoria) to the Registro de Civil and transfer the bike. They will the issue a new document proving you are the new owner. Do this or don't buy it unless you want hassle at the boarder.
