selling bike when traveling with ATA carnet, possible?
 

Hi Guys,
I have a problem to solve for this summer. I will ship my mortocycle to Ulaan Bataar by truck. In order to avoid paying 21% import tax in Mongolia, I need to make a ATA carnet for the bike. The shipping company told me that it's almost impossible to get back the tax paid to Mongol customs, so better use the ATA Carnet.

I will then go to Russia and Ride to Magadan. If possible I want to sell my bike there or in Vladivostok.

Does anybody knows if it is possible when I had a ATA carnet and what percentage tax I will need to pay?

General Simple guide ...

When you enter the country where you want to sell the bike DON"T USE the carnet. Pay all the import duties there and then for that country.

The carnet should show that you have exited ALL the countries you have entered using the carnet. If you have missed an exit then they may take a later entry as proof that your vehicle exited that missed exit...

------------------------------------------ The alternative involves a lot more work. But if you don't sell the bike and leave that country with the bike then you may be better off? This involves agreeing to sell the bike .. but just before you do get customs clearance (pay fees .. fill in forms etc) and get the carnet signed off as all fees payed.

YOU should confirm all off the above with the country you intend selling the bike in. And confirm with your carnet provider. Dot the Is and cross the Tees before you leave home. :funmeterno:

Normally you don't use a ATA-carnet for a vehicle with plates, so unless you are bringing a unplated competition-vehicle I think your info is wrong.

In most of countries you can't import bike (to sell it) as a tourist.

First the ATA Carnet is not the "Carnet de passage" !!!!

It is mandatory to do this if you don't want to pay the import taxe in the country. For me, if I don't have it, I need to pay 23% of the value of the bike as taxes to Mongolian customs.

With the carnet you can sell the bike, but then you need to go to customs in the coutry where you sell it, get a receit and then in the country of origine, pay the taxes and VAT at the custom, and then the ATA carnet is cleared.

Again, this is not correct for a normal plated vehicle. It shows that the people you are dealing with are used to ship other things then plated vehicles.

BTW:
I have used CDP and ATA a lot of times, CDP for vehicles and ATA for electronic equipment.
There are a few situations when you use ATA for vehicles but it doesn't look like that's the case here.

Anyway.... In your case you are going to sell the vehicle in Russia and you don't need any carnet for Russia so there is no problem (for you) to sell it.

Alibaba, it's the shipping compagny (and there are specialised in shipping bikes to mongolia) that told me about the ATA carnet.

If no ATA carnet, i will need to pay 21% tax (on the value of the bike + enquipment) to the customs. And he said that mostly they never give the money back, even if you send the bike back.

then leaving mongolia to russia, they say it's impossible to get the money back at the customs....

So I have not other option..

Hi guys, I have some news. As some already told me, I got reply from Swiss custom, it's impossible to make an ATA Carnet for a vehicule with numberplate!

I need now to check with the shipping compagny.
