Using a carnet in Southern Africa?

Is this true?

When I go to South Africa I get my carnet stamped and that is good for S.A. Namibia, Botswana, Swaziland and Lesotho. So I don't need to get it stamped when I move between these countries only when I leave them and go to, say, Zambia.

It seems these countries form something called the South African Customs Union and effectively work as one.
