iran... petrol problem?
 
we heard that there's a quota on petrol in iran (100 litres per family per month) and that as a result there are petrol shortages, and long jams and even incidents at petrol stations around teheran...

is this so? and does it affect foreigners? does the same rule apply?

a quick answer would be great, as we will cross the border from dogubayazit ın 3 days...

Since I've just met a couple of Austrians who don't want to go to Iran, because they heard that foreigners can't get fuel there any more, let's put this to rest:

I don't know whether foreigners can get a fuel card at the border, but if not, that's not a big deal. We just pay the higher price, still cheap compared to Europe.

The queues should disappear, I hope, once the system is running smoothly.

There is some queuing at petrol stations but is manly in the big cities and trucks mostly.

Tourists in Iran dont have the smartcard needed for buying petrol but no worries. so far Ive been able to get petrol. I just turn up a petrol station outside the big cities, and sooner or later someone will lend you his card.. Fill up and away you go!

iran fuel update
 
We entered Iran yesterday from Bazargan. At Maku we needed to take fuel and could only take for 14000rial/lt which is 14 times the normal price. In Tabriz we went to the minister of oil resp for Tabriz. He wrote us an official permission to take cheap fuel in Tabriz. So we do only have a very short term solution. We will stock some extra fuel on the bike and later try to find friendly Iran people who let us use there card. Soon we come with more info.

We are coming from Greece with bike, beginning of Aug and we planned to do about 4000+ km in Iran…

According to the Dutch Embassy in Tehran they are planning to hand out petrol smartcards to tourists with vehicles at the border.... But how much of this is true, dunno...

Iran fuel
 
When we entered Iran, the card system was not implemented yet for tourists. Nowadays, we can get our benzine very easily at 1000 rial/ liter by using Iranians card. When we arrive at a petrol station and we ask for benzine, the petrol guy always asks for the card and says without card it is impossible to take benzine. We are very dissappointed then and tell him we need only 10 liters. As our bike is the middle of the attention wherever we come, it is also at the gasstation. Normal citizens come to us and offer spontaniously to use their card. As this cardsystem is new, the people still have enough credit (they also hope the governement will give more credit in a couple of months, so they keep on spending the same amount as before), i can imagine that in a couple of weeks or months when people are getting out of credit, benzine will be a black market product.... maybe by that time tourists can get their petrol card at the border...

Just crossed Iran
 
I entered Iran at Taftan from Pakistan and left two days ago Bandar Abbas to the UAE.
There were queues at all the petrol stations I went to. Some friends there asked the local authorities and the Police but no one knew anything about how to sell petrol to visiting tourists. At the border no one told me about rationing cards or what to do for petrol.
In Zahedan I was escorted everywhere by police. Thery took me to a petrol station and, realizing I had no card and that the station attendants where not going to sell me any petrol the police themselves took me to a location where you could buy ilegal petrol from a big plastic tank. the price was 6500 Tumar or 65000 Rial, six times the price they pay for petrol.
Nevertheless, if you ask around many people are happy to sell you some petrol. Many give you a litre or two and don't want to except money from you! Lots of nice guys around!
It is only a bit time consuming or more expensive than for Iranians but you get by. I did and I'm not special nor speak Farsi.
The rations, as I was told are 3 litres a day for a car or 1 for a motorbike but they can buy in advance.

Ok. We have also crossed Iran by now, via the Northern route (Tabriz-Ardabil-Mashhad).

It is indeed so that Iranians get 100 liters per month, fueling up without card is impossible and the only way is indeed borrowing Iranian's cards. (Apparently no-one thought about the handful of foreigners driving around when they invented the system). This is not that hard (they are so helpful), but it takes time, since you rarely get a full tank at once. It is significantly harder around big cities like Teheran (many commuters), and easier in rural areas.

Tabriz and Isphahan are easier, because they 'ignore' the system and you can get free petrol or indeed a special permission to get petrol (Iranians can get more here to, so they will help easier). Taxi-drivers also tend to help, as they get 800 liters. We paid the normal price everywhere (1000 rial/liter), except at the Azerbejani border, where it was 3000.

But for those of you coming back in autumn, the problem will be bigger then. The Iranians got cards with a four months quota. Now, it's holiday-season, but many commute and no-one has enough. So most cards will be empty by september/october. (Even now, Iranians are already buying second hand cars, because they come with a petrol card).

We've also heard rumours about providing petrol cards for foreigners at the border, but so far that's just an idea. And even then, 100 liters gets you through the country but not to all the sites, so...

We'll check with our embassy too and keep you posted.

At the moment Diesel isnt restricted, ie NO card needed... But this might chance also....

Hi All,

I have fresh news from Iranian Embassy in Ankara. As I mentioned before I have an Iranian friend here who has good relations with Iranian embassy. I shown her the previous post and ask him if it is right or wrong. Then he called the embassy and ask this issue. The guy in embassy told him that, the tourists should contact with the Iranian Auto Club (e-mail:Autoclub@mail.dci.co.ir) and tell the situation. Then they will send an e-mail like confirmation. With this letter one can buy unlimited petrol in Iran for about 50 US cent per liter.

It is what I have been told. Hope this helps.

Hi guys,

I have just entered Iran and before getting in , I have tried several things to solve the petrol problem ( i even sent an emnail to the iranian motoclub as suggested but no reply).

Actually it is really easy.

You just have to stop at the last petrol station at Maku (about 20 km from the border by the north road). There, just ask for a petrol card and you will get a card from a little office on the left side of the station .
This card cost 40 euros (500 000 rials) and you get a 100 L credits on it.

In some petrol station, you can not take more than 10L per hour from the card. So, be clever and fill your tank as soon as you are below the 1st third.

Do you know if its possible to buy, say, 2 of those 100 liter cards? I´ll be on my way from Turkey to Pakistan (in October), and I think it will be nearly 3000 kms in Iran from border to border. My bike takes some 5,5 L / 100 kms, so 100 liters wont get me all the way through the country.

Iran Card
 
I am the last 10 days in Iran. The solution is the 500.000 rials for 100lit card.
You can buy as many cards/litres 100-200-300 etc.
This can be done if not near the borders in every major city.
Search for the NIOPDC office (www.niopdc.ir).
As a tourist (carne and passport) you can get as much as you want.
They do a copy of your documents, fill a paper and send u to the iran mellat bank. After you pay 500.000 for each 100 litres you return the invoice and they give you the card.
It take about 1-2 hours.
I have do it 3 times until now...

We entered Iran on the 25th of August. We bought fuel in Maku. Look for the white petrol station on the right hand side as you exit Maku. The fenced building after the station is the one selling the cards.

We paid cash (i.e. we did not had to go at the bank).

we are planning to re-enter iran from ashgabat. in a previous post we read that you can get the cards in all larger cities from the iranian automobile club, but the website to which the post refers is in farsi. is there a list of cities or adresses available somewhere? and is it true that you can buy the cards officially at the borders??? the iranian ambassador did not know aything about this and suggested hesistatingly we should try "black market" ...

Hi Trui,

We just got in from Aschabat. The border processing took a while, but everyone was very helpfull. |You'll get a letter where you can get fuell cards with in quchan, about 100km south of the border. They also organized insurance, at the border which you will get in qushan. a guy will be waiting for you at the first roundabout when you enter the city.

Hi Duke,

I don't have photos or gps cordinates, but its fairly easy to find it: When you enter Maku from the border the road splits. Go to the left and follow the main road through the whole city (perhaps 2 km). There you'll find the petrol station and the fenced building on the right (a small office building with three smiling Iranians and a safe). Otherwise just ask a taxi-driver or at another petrol station. They would know.

ok, so this is how it works: as a foreigner and with a proof that you ride a foreisn vehicle, you can by a petrol card for 500000rial at the iranian oil company in every city. not always easy to find. this brings the price for 1 liter from 1000 rial to 6000 rial. but you can easily buy it black market (from petrol station owners, or just other drivers, mainly taxi drivers - they get a bigger quota). black market benzin is about 3000-4000 rial/liter. the best way is to but one card at the border to use in big cities or when no-one can help within the first 30 minutes or so, always try black first, and use the card for emergencies. and don't worry, no iranian will leave you 'dry'.

We found the petrol becoming more expensive (some where asking a dollar a liter...), and people more reluctant to sell, closer to the Turkish border.

Cot a bit confused myself, but the good news is: no card needed for diesel. Just join the queue with the big lorries and take as much as you want at the incredible price of 165rial (about 0.01euro) per liter.

Not all filling stations have diesel though.

my trick at the end when my cards where empty.

get a 5 Litre jerrycan and a 20`000 Rial and wave both to people currently getting fuel..... You dont even have to say single word.... Go back to your bike, fill the 5 litres in your tank and begin again.

Works excellent and very quick for me, even close to the pak border.

Fuel card in Shiraz
 
Bit of a nitemare this one
had to do it all in Farsi

From Karimkhane Zand head towards Emam Hosein Sq
take a right up Azadi Blv go straight across next roundabout
and up Abrishami towards the top of this street on the
left is the office to get cards, passport and cash must be
paid into bank which is down Abrishami, guards in box speak
no english but show them card, and ask if anybody speaks english
or use your farsi as i had to :-)

Our experience
 
We arrived from Turkey by train to Tehran. Instead of buying a Petrol card, we got coupons. You can get them in any city, just ask for the City Hall ("Far Mandari"). They gave us 300 liters each and we can use them at any NIOPDC petrol station. I guess its cheaper than the card because we pay for one liter / 1000 rials (+/- 10 US cents).

Another important question [not responded is about unleaded petrol? Does it exist everywhere, because just read about horrible quality...so IS unleaded?

just been to the far mandari and the petrol station HQ in esfahan, i have been told i can but a 100 Lt petrol card for about 35euro (500.000 rials) then i can purchase fuel at 5.000 rial per Lt.

but 5.000 x 100 equals 500.000 (the price of a smartcard) and without card u can buy petrol for 4.000 rial per liter, it looks cheaper this way...
Am I getting this all wrong????

locals here seem to have all different opinions on this issue.

This is Stephan who bought the bike chain from you in London. How are you?

Paul, who is staying with me in Sharjah at the moment, was recently in Iran. He says the pumps don’t work without someone providing a card. So if you get a card, as a foreigner, you should be able to get as much fuel as you like even if it’s more expensive. However, without your own you will be dependent on other people to activate a pump for you.

There is also a black market in cards (around Bandar Abbas, at least), but we’re not sure how you can actually know what’s left on a second-hand card before you buy one.

Watch out for Adam, coming your way… he’s leaving Dubai for Bandar Lengeh tomorrow morning.

So...

The card costs you 5000 rials a liter. At the pump you pay another 1000 rials for a liter.

Getting fuel with a car is quick and painless. You can start persuading taxi drivers or pick-up drivers to lend you a few liters. Some won't mind, some do mind. You can be lucky and bump into a generous or naive pick up driver, and get your fuel for 1000 a liter. The typical black market price ranges between 4000 and 10 000 a liter. Depending on where you are, it might be easier/cheaper to find black market fuel then elsewhere. We found it easier away from the Turkish border. Between Tabriz and the Turkish border, nobody seemed keen an selling fuel at less then 6000. I remember paying more right before the border (more was still much cheaper then Turkey though).

Im in Shiraz.
I was told at the port by the customs and immigration officers that petrol stations now have a card that allows everyone to buy fuel at 400 tumar 4000 Rial a litre. So far three refuelings and no problem.

i think Dodgydago meant, rules have already again changed, you have not to buy a card any more. (it´s only the question, if every petrol station in iran knows about this procedure)
just go to the petrol office and fuel up. :clap:

i am curently in esfahan and al the petrolstaitions along thr way now the rule. but its always ad the rate of 4000 rial the liter . to get it cheaper with taxi drivers or so did not work til sofar .but for my itscheap enough

I rode around Iran on a small 125cc locally made Hona rip off... you see them everywhere. I bought it off a friend i made in Esphahan. They did a dodgey on all the paperwork and also gave me a fuel card all for $200US. sold it back for $100US had the time of my life. The locals loved that i was doing it on a small local bike. thought i was crazy.

Hi,

Just back from Europe- Stans. Passed Iran fro Turkey - Black Sea coast- Mashad - Turkmenistan.
No problem finding petrol for the bikes. If you have the card you pay Rial 1000,-.If you don't have a card the man at the station puts in a card and you pay Rial 4000,- (USD 0,40-) Fine for me.

I have seen long line ups for filling stations, but that was for the almost-for-free-CNG (natural gas).
