NOC to go to Gilgit?

We are now in Lahore, eating tons of mangos and kind of waiting to see how the situation Vaziristan will evolve...

To all of you that have been to Pakistan lately...

Do we need a NOC to go to Gilgit?
Today I was told that due to security reasons, since last year it's not possible to cross the Babusar Top. Is it true?
Anybody ever got a NOC for Azad Kashmir?

Apparently it takes quite a long time to get this NOCs, did you ever get one?
Any special paper that would help us get this certificate?
