I can't help on the guide book thing but perhaps you could contact the tourist info people. We went to Spain 2 years ago, Costa Brava, Llanca in fact. We found a tourist info office for the Albera Mountains and they gave us a 1:30,000 map of the area. I asked which roads on the map we could drive on and was told all of them.
The map we have is No.13 Els Mapes dels Parcs Naturals de Catalunya, which would suggest that there must be at least another 12 in the set. Ah, just seen on the back, there are 14 in the series.
We drove for a whole day, in March, in the area and saw no one.
There are several areas of the area on my website.
I believe that there are good routes right across the Pyrenees.
