The general principle behind carnets is that the vehicle/goods gets returned to the country where the carnet was issued. Carnets in Australia are issued by the various motoring clubs and they demand either an insurance policy or a bank bond to the maximum value of the duty payable in the countries along your route. eg vehilce value $30k, max duty @150% then you have to leave a bond of $45k or have insurance for that bond. Taking a vehicle out of Australia is still a bit of a rarity - they are so expensive in comparison to other countries.
Think very carefully about what you propose, costs of freight, admin of the carnet on return of the vehicle to Oz - I think only the person listed on a carnet can clear the vehicle through customs which is a vital part of redeeming your bond money.
Quarantine also require the vehicle to be cleaned "as new", you can rack up large fees attempting that. Vehicles that have been in countries with known quarantine risks are likely to attract some serious attention.
Why not cost purchasing a vehicle in SA - substantially less hassles I would have thought.
