Avoid NSW in my opinion as they have annual roadworthy inspections which may require you to return to that State to get the inspection. Insurance and vehicle registration are void without the inspection.
Easier States are QLD and Victoria which only require an inspection when the vehicle is offered for sale. I don't have any experience of SA or WA.
Bear in mind that selling a vehicle in Australia is also not simple if it is sold in another State where it is registered - mainly lots of paperwork for you or a substantial reduction in price to get the buyer to take on the challenge of bureaucracy.
I would buy from a dealer - mainly the convenience of going to a few shops rather than looking on the internet and travelling a wide area. Australia is not an easy place to get around using public transport and it may take a full day to see a bike in the suburbs only to find out its not what you need/want. Dealers will also handle all the paperwork for you - transfer of ownership, etc.
Try and buy a bike that has long registration or the dealer will register it for you for the 12 month period.
