Note to buyers
If you not are a resident of Chile, your are not allowed to legally ride the bike out of Chile.
It is exporting it that illegal. (Part of a trade union) Not to enter somewhere. Or cross any other borders.
There is a lot of information about that in this forum.
To use it i Chile is no problem. And since it is not temporary imported, there is of no time limit for how long a Chile reg bike, can stay in Chile.
Perfect to explore Chile with, but not to go outside of Chile.
=
That someone has been able to do it, does not mean that it is legal.

Is this the case of Chile, or also other SA countries, namely Brasil?

All countries have different rules and different interpretation of their rules so not that easy to say. There was reasonly posted a detailed step by step guide of how to buy a bike as a foreigner in Brasil somewhere on this site. I tried to search for it but couldnt find it again. Maybe some other could help with that?
The main thing is according to that write up it was possible to buy a bike as s foreigner in Brasil.

Cool. I planned to use my Brasilian friend there for registering a bike, but that is also good. But I guess common Brasilian citizens can ride their vehicles over the borders, so that shouldn't be a problem, right?

Correct
This rule for exiting the country is not for residents.
"If you not are a resident of Chile"
Residents can drive as they want. Leave the country for "vacation " and return is no problem.
But for none residents, it is "export" to leave the country.
And a group of SA countries has this common rule.
To stop private persons from buying a vehicle outside of their own country.
I should not speculate. But I think that Brasil is not part of this group.
I am researching.
(I have a description of the process for buying a new bike in Brasil.)
If someone has formal information about driving out of Brasil .
Please update the "buy and leave Brazil" in South America part.
Since it has nothing to do with Chile.
