What bike are we talking about here? Army ammo boxes come in a variety of sizes, are waterproof, and cheap. They are also easily modified. I wouldn't mount anything to the bottom of your pannier that you can't remove quickly and easily. I like being able to remove my panniers and sit on them when camping.

I have made two small carrier frames on the front of each cylinder on my 1150GSA. used it for 170,000kms in all kinds of weather, including Middle East summer heat in the trafic (45degC) and no problem regarding overheating beacause of the lugguage over the cylinder head.
See below pictures. This is also the place where I tie my tools, compressor etc onto.

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.
