Hey Hutch,
The safety conscious will certainly recommend that one always wears all the bike safety gear all the time. It can seem a bit overkill, until you go for a bit of slide and the money saved becomes inconsequential.
A good compromise is mesh jackets and pants. There is a rain liner than fits underneath and works pretty decent in cooler weather, but I would also bring an added layer, I use a thin jacket with synthetic insulation underneath for cold days along with the rain liner which cuts the wind.
Where the mesh really stands out is in hot weather. You'd be amazed how much more bearable it is to wear as long as you are moving and there is some airflow. Ive used mine up to high 30's (C), certainly not as nice as riding in a t-shirt, but a pretty reasonable compromise.
