Remember that no mater how good or waterproof your boots are, your feet will still end up damp.
I have a pair of Sidi 'Courier' waterproof boots.. look like enduro boots (gorgeous) Waterproof and extremely comfortable.
The problem you have is that even on a bike on a cold day your feet will still sweat, this is often mistaken as leaking boots but 9 times out of 10 the dampness will be created by your own body! Covering the outside of the boot with wax or 'dubbin' only makes matters worse as the leather then can't breath and very little moisture is transmitted away from the inside. Once your feet are wet (from either rain or sweat) they will cool down far more quickly than normal, hense the reason why even on a warm day with damp feet you end up cold.
There is an effective, cheap and simple solution to this problem. Never wear cotton socks (most socks have some degree of cotton content) as this soaks up the moisture and keeps your feet nice and damp! Instead buy socks made from a 'wicking' material, can't remember if the technical term is hydrophobic or hydrophylic.... anyway these will actively move any moisture away from the skin to the boot material so keeping your feet as dry as possible and at the same time warm!!! You will find socks like this in any 'outdoor persuits' store... and believe me they do work.
