Actually, the new paved road ends just past Rancho Grande, (just past Gonzaga), only goes a mile or two past Rancho Grande? Then about 12 miles or dirt/rocks to Coco's Corner and another 12 or 15 to Mex 1. All doable but rough on the bike if going fast.
You are correct, very rough and rocky due to all sorts of road building trucks, including HUGE Semi trucks. I rode it 3 weeks ago ... at night! What Fun!  bent a rim!
Open by year's end? Not a chance. I'd guess May or June of 2015 if no delay's crop up. Probably longer as they haven't even got to the mountains yet. Several ranges to cross.
