Went through dealer
I had everything done through a dealer in Mexico City. The factura (which is a bill of sale here but serves as a title) was put in my name and I had the bike registered under a friend as I do not have a residency visa. You need to register it to get license plates and this thing called a Tarjeta de Circulacion which accompanies your license plate (placa). This is what is in my friends name.
I just had the dealership do everything because I did not know how to navigate the system and it was worth the extra money to me to just have them do everything. The cost for me to get new plates on a new bike was 2500 pesos, but for just the transfer, they might not charge you so much.
If you are not super budget sensitive, then the best option might be to call around to the dealerships and see which is willing to help you do the transfer.
