I've rented bikes doing exactly what brclarke suggests: ask whatever local people you run into, including hotel clerks, moto mechanics, or people who just happen to be riding around on their own bikes. As in all business relationships, don't just launch into that conversation without preamble; establish a relationship or some shared ground first.
Someone will pop up and rent you their bike. Think carefully about insurance issues, safety concerns, and maintenance standards--I once ended up riding at night on an African motorway with a bike which had only intermittent lighting. Not a happy time.
There are definitely motos for rent in Mexico--at least, I hung for a while with one of the several companies renting enduro bikes in San Miguel de Allende. I'd suggest sending an inquiry to whatever local communities you can find on this site or ADVrider.
