If you make contact with Banjercito and explain your problem you can pay a fine and surrender the TVIP security deposit and Banjercito may issue a temporary permit that will give you a number of days to ride it out of Mexico .
No matter what you do ,the TVIP security deposit will be forfeited .
Is the bike and TVIP registered in your name ?
Getting the bike out of Mexico should be simple , you could just risk it , ride to the border and ride into the USA. At the exit Mexico does not stop you from riding out , no paper checks are enforced , cancelling the TVIP is a responsibility of the tourist owner of the bike . .
The USA side also makes no bones about a Mexican TVIP .
But with the TVIP not cancelled you will have a problem later if you return to Mexico with another vehicle requiring a TVIP.
Good question about the ferry to Baja , which I have done often enough . Unfortunately I cannot recall if they checked if I had a TVIP , which of course I always did have . I did once ask if they could cancel a TVIP in Mazatlan or Topo' but that was definitely NOT possible to do .
