If the belt driven fan can't cope with the engine heat, fitting a Pacet or any other electrical fan as an extra cooling source will make very little difference. The problem seems to lie with the efficiency of the heat exchange system. If coolant can't pass freely through the engine block or the radiator, the problem is going to get gradually worse, regardless of the number of fans.
