Hi my name is Igor and I'm planing to drive to romania (from croatia) this July and every information is helpful.
So far mikeccm was kind enogh to give me some infos and I'd like to share it with other members of HU:
roads here are very good the government has been renewing then for the last 6year, there are some temp repairs but for the most you will want to keep the bike in sport mode.
you dont need a rovineta and the police are no problem they do not bother bikers. in the vilages keep to the speed limit or 10kmp above and you will be okay. the police with radars mainly stay in the villages so you can ride 140-150kmp after but keep an eye open. the worst penatly for speeding will be about 30 euro and can be payed to the policeman there an then but usaly you just get a warning.
as for tyres i presume you are running tubeless so carry a can of infatable foam repair, or better still buy a tubles repair kit with the small compressed air canisters then you can make the repair on the rode side youself.
a tip to find the hole is mix some shampoo with water and pour onto the tyre as you rotate it, you need air in the tyre so use one of the canistes or a hand byclce pump when you see the shampoo starting to bubble thats the hole.
there is a tyre repair shop nearly every 300 meters in the villages of romania look for a sign which says vulcanizare that tyre repair in romanian not hard to miss they have a tyre outside by the sign. we have a contact for tyres here if you need.
