Can recommend cruising through Romania: Friendly, and mostly relaxed country to ride. And lots of Great roads and views, not just the Transfagarasan and Transalpina (although you should ride those, just to tick the box, did that in 2014, am more relaxed about it now)
But Road Quality varies in all of Romania, so avoid ambitious planning, factor in delays, and ride carefully ( I ride a road-bike, not an allroad..)
Colleagues keep warning me that roads are deteriorating rather then improving, and I did find a few unexpected bad-road conditions last year.
However, I hope to re-visit in June.
And yep, Bucharest is just another big city, and possibly one of the less-comfortable ones in EU. If big cities are not your thing: you can skip it. Romanian countryside has so much variety to offer.

oh, I guess I dont need to warn you , but "speed traps" are still in use in the countryside. I've managed to escape two so far, at one I spent 45min pretending not to understand the language... sigh.
