Targa EE in Italy?
I've heard that you can get an export license plate if you purchase a vehicle in Italy. Does anyone have any experience with this? I'm planning on purchasing two or three Jeeps in Italy and driving back to Kyrgyzstan with some friends, is there any chance of a reasonably priced solution for tagging it or is it better to just make an agreement with the owner to keep his tags until I get back then mail them back?

I may very well be mistaken, but EE plates are only intended for new vehicles, or for temporary imports from outside the EU, ( that's why foreign international staff use them) . You don't pay VAT on them, on the understanding that you will leave the country within 4 months. As far as I know you can't put one onto a previously owned vehicle.

As far as I know, Donmanolo is right regarding EE plates.
In Italy some other temporary plates ("targa di cartone") exists, but it's very difficult and expensive to find an insurance for this kind of plates, and you can't drive without insurance.
I think your only option is to make an agreement with the seller (maybe registering it with a notary, wich, in Italy, is not so common for just a car and a bit expensive), keep his plates till Bishkek, and then ship them to him, so he can cancel his plates from the public register.

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love.
