To clarify: it is actually the other way around - you pay (if you're in a car/van/truck/minibus) to go into Wales, it is free to exit via either bridge.
It's not cheap either these days - cars and passenger vehicles up to 9 seats are £6.60, while commercial vehicles (that includes private vans or pick-ups) are £13.20.
Therefore if you're watching the pennies, I'd suggest it's better to go in via the M50/Gloucester, and out via the bridges if that suits your itinerary.
Bikes are free in either direction, but you still have to stop at the barrier.
