Greg, given the relatively low carrying capacities of bikes, and given the propensity of most westerners to overindulge their appetites for food and luggage I feel it would be most rare to find a rider/pillion team who is not exceeding their carrying capacity most of the time.
For the third world, the same situation applies only this time its because the bike is a primary means of transport and it is not unusual to carry either the whole family of 5 on a 125 tiddler, or to use it as a mobile delivery device with a consequent increase in the weight of the load carried.
Personally, I wouldn't be too worried - you seem to have this issue under control.
