The 800% is only if you get your carnet in the UK. No other country that I am aware of has such a high duty. For example for a carnet from Australia or South Africa it's 200% for Egypt. I think France is 250%. I don't know how much of this is down to Egypt or how much is down to the UK, but it's very strange that the UK is the only country that has to pay 800% for Egypt.
