The ferry mentioned by Fysl is open to foreigners.
The landroute through Iraq is not! Even if the distance is a mere 100 kilometres or so, it is still an extremely dangerous area (even though the South of Iraq is nowadays much calmer than Baghdad!). As much as I have heard in Baghdad, the Iranian-Iraqi border is not open to foreigners in the South but only to the Kurdish North of Iraq (see other threads here).
