Yes, the statement released by the Iraqi Government mentioned that the visa is available at all land borders, but so far that has not been the case. I have a friend who works in the travel industry who has confirmed guests who have got the visa at Baghdad and Basra airports (international airport arrival only), but there is not a single account of someone getting one successfully at a land border. That said, few people would approach Iraq from Jordan, Syria, Kuwait or Saudi and Iran has been closed to tourists since the announcements, so it has probably not been tested much. But, I strongly suspect you would not get a visa at a land border.

Unless things have changed, this will not work. Iraqi embassies / consulates do not issue tourist visas to individual travellers. The reform regarding tourist visas regards only on-arrival visas.
