you are right. Everything depends on their control at the border.
In Europe there is the same limit of 6 months maximum stay for a foreign vehicle but as they don't register them entering or leaving the EU, I saw dozens and dozens of bikes in Germany for example, where people leave their bikes there for years, and come back once a year for a little trip of 2 weeks or a month. All this because they don't give you a TIP. All other countries I have been issue a TIP, sometimes stamped in your passport, so it is impossible in that case to leave your bike behind.
Maybe I should ask if all the GCC countries issue a TIP when you enter. TIP: temporary Import Permit.

For both questions, you could track down people who have visited Saudi Arabia and ask how long they were granted temporary import and how this information was recorded.
Somebody living in Saudi Arabia is unlikely to be able to help, as residents are almost certainly not allowed to temporarily import and use vehicles.
I highly doubt you can leave a car there for a year.
