I don't recall anything like an insurance booth on the Moroccan, the border post is a bit basic. There's an 'assurance' caravan on the Mauri side the last time I went but it was selling exorbitantly priced Mauri insurance. You might have some luck in Dahkla (google 'dahkla assurance'), failing which Laayoune. AXA offices.
You are unlikely to be stopped and asked for insurance papers, but if you are volunteer the fact that you are looking and ask where you can get it.
