From 2012 to 2014 I visited place numerous times but I saw only a strong army base and from time to time, when the area around was green, Saharawi tents.
The commanding officer and other military guys there were extremely hospitable. We even played cards in their off-duty time ...
But for the fuel ... there was none to buy officially. I always carried a fair amount of reserves.
That said, it is always possible to get/buy fuel from the army, they will gladly help you, but relying on them in advance to supply you with fuel is not the right thing to do.
