We went through tanger med on a Sunday in April this year and the insurance booth was open. I remember vividly that it was a sunday because the big carrefour in Algeciras was closed so we couldn't get supplies before we crossed!
Can't say for definite if the ATM and exchanges were open but there were people all over the terminal building so I'd be surprised if it wasn't.

I was there on a Sunday although a few months ago in January; I bought insurance and exchanged Euros and sterling for MD. Not sure if there is an ATM there though

ATM
There's an ATM and a couple of banks inside the terminal building.

The insurance booth at Tangier Med said they only take euros! My mate had to get dirhams from the ATM at the terminal, then exchange them for Euros, loosing money and slowing the whole getting process of getting into Morocco.
If its closed they should still let you through, but the nearest places to buy insurance are (I think) the wafa assurance offices in either tetoaun or tangier port. If you get stopped for speeding they will expect to see insurance (spoken from a man whose been caught several times), so I wouldn't think about skipping it...
Also be aware that if you plan to head straight down south on the motorway that you will need dirhams for the toll booths (got caught out once). If you want to speed things up try buying some on ebay before you go.

It's a scam. They're obliged to accept dhirama for services purchased in Morocco. If it happens, report them to the police in the terminal building.
Another of their ploys is to insist that Defender hard tops are "fourgonettes" - vans and subject to much higher insurance. Be firm with them and show then the Private light goods wording on your V5.
Stick to your guns.
Happy trails,
Peter
