Certainly the best road atlas I have found, covering almost all of Russia, is in the link below.
It only excludes far, remote areas of north east Russia, from a line north of Mirny, Yakutsk, Khandigar and Susuman although those are included.
The scale varies 1:800,000 1:1,500,000 and 1:3,000,000 depending on density of region. It shows built up areas, towns, villages, roads, tracks, railways, and rivers (but not the depth!). Some topographical detail such as marshlands, forest, etc.
It also includes detailed street plans of 9 major European Russia cities plus 4 more in adjoining countries, and 1:200,000 maps of Moscow Region Distance charts (Km) and a full index of place names.
All names are in Cyrillic but each page has a ‘thumbnail index’ map showing town names in Roman/English alphabet. Useful practice learning to recognize and read the Cyrillic alphabet!
336 pages, slightly larger than A4. Includes a ‘free’ magnifier. Current edition is No.6. 2010-2011.
